04-01-2023  தஞ்சை மாவட்ட மாநாட்டில் உணவு இடைவேளைக்குப் பிறகு 3 மணி அளவில் அமைப்பு நிலை விவாதம் நடைபெற்றது. தோழர் என். வீரபாண்டியன் மாநிலத் துணைச் செயலாளர் பட்டுக்கோட்டை அவர்கள் துவக்க உரையாற்றினார்கள். அவர் தனது உரையில் ஓய்வூதிய மாற்றம் எவ்வாறு பெற வேண்டும் அதில் உள்ள குறை நிறைகளை நிவர்த்தி செய்து முறையான முறையில் ஓய்வூதிய மாற்றம் பெறவேண்டிய அவசியத்தை வலியுறுத்தி பேசினார். அடுத்து ஆண்டறிக்கை நிதிநிலை அறிக்கை ஆகியவை பொதுக்குழுவால் ஏகமனதாக ஏற்றுக் கொள்ளப்பட்டது.

வருகின்ற 2023 2024 ஆண்டிற்கான புதிய நிர்வாகிகள் ஏகமனதாக பொதுக்குழுவினனாரால் அங்கீகரிக்கப்பட்டனர். புதிய நிர்வாக குழுவில்

தோழியர் எஸ் சந்திரகுமாரி மாவட்ட தலைவராகவும்

 தேர்வு செய்யப்பட்டனர்.

இது தவிரவும் 50க்கும் மேற்பட்ட புதிய நிர்வாகிகள் ஒரு மனதாக பல்வேறு பதவிகளுக்காக தேர்வு செய்யப்பட்டனர்.

புதிய நிர்வாக குழு பழைய நிர்வாக குழு விடமிருந்து பொறுப்புகளை ஏற்றுக் கொண்டது. புதிய குழுவிற்கு வாழ்த்துதல்களும் முன்றைய குழுவிற்கு பாராட்டுதல்களும் ஒரு மனதாக நிறைவேற்றப்பட்டது.

திருமதி சந்திரகுமாரி தலைவர் பொறுப்பை ஏற்றுக் கொண்டு சபை நடவடிக்கைகளை நடத்திட தொடர்ந்து மாவட்ட செயலாளர் க. அய்யனார் சபை நிகழ்வுகளை தொகுத்து வழங்கினார்.அடுத்து கிளைச் செயலர்கள் டி. ராஜேந்திரன் திருவாரூர் AMF ஜெயசீலன் கிளைச் செயலாளர் பட்டுக்கோட்டை தோழர் ராஜாஜி கிளை தலைவர் திருவாரூர் எம். இருதயராஜ் செயல் தலைவர் தஞ்சை தோழர் சந்தான கோபாலன் முதன்மை ஆலோசகர் தஞ்சை தோழியர் எம். பத்மினி அமைப்பு செயலாளர் தஞ்சாவூர் தோழி மல்லிகா சுகுமாரன் மகளிர் ஒருங்கிணைப்பு குழு ஆகியோர் உரையாற்றினர். தஞ்சை மாவட்ட சங்க சிறந்த செயல்பாட்டுக்கு காரணமாக விளங்கிய அனைத்து தோழர்களும் தோழியர்களும் பொன்னாடை போர்த்தப்பட்டு கௌரவிக்கப்பட்டனர். நிறைவாக தோழர் க. அய்யனார் மாவட்ட செயலர் நன்றி நவில மாவட்ட அமைப்பு நிலை கூட்டம் நிறைவு பெற்றது.

Email sent to DDG(Estt). today by our association regarding reduction of LPD of Telecom Mechanics

We have already sent the copy of our letter on the above subject along with a copy of DDG (Accts) order dated 2/12/2020 signed by Ms. Vandana Gupta.

We were asked to provide signed copy of the letter.  Accordingly our Dy. GS. Shri Anupam Kaul made over the signed copy of that order in person to you, madam, yesterday (5/1/2023).

In the light of clear statutory rulings, above-quoted DoT order after seeking the clarification from the nodal agency i.e. DoP&PW, we request you to give clear instruction to PCCA TN & CCA, Andhra to restore their original LPD (because the rules give them authority to verify the emoluments only 24 months prior to date of retirement and not before that) 

Though above-referred DoT order dated 2/12/2020 was endorsed to all PCCAs/CCAs, it was not implemented by PCCA TN & CCA, Andhra only.

May we request you, madam, to give them necessary order for implementation with a copy to us.

Sub:- Request for giving instructions to PCCA, TN for implementation of DoT OM No.40-13/2013-Pen(T) dated 18/7/2016 to nearly 600 left-out pensioners under PCCA, TN. 

We bring to your kind notice the following issue for issuing necessary orders without further delay madam. 

2nd National Council held on 28/5/2003 decided to grant one extra increment to BCR Gr.III officials who did not get Gr.IV promotion one year before retirement.  It is for pensionary benefit also.  

DoT vide its OM No.40-12/2004-Pen(T) dated 27/7/2009 endorsed it for pensionary benefits as a special case.. 

This was implemented by all PCCAs/CCAs., Even under PCCA, TN, thousands of pensioners got that benefit without any problem.  Only about 600 pensioners are left out.  Few of them died during the interregnum. 

May we request you, madam, to give suitable instruction to PCCA, TN to extend that benefit to those left-out pensioners during their life-time.

Yesterday (5th) our Dy.GS Com Anupam Kaul along with Com M K Bagchi, President, RTOWA went to Sanchar Bhawan.

Since Member (S), Member (F) along with Telecom Secretary went to Odisha to participate in 5G launching by Hon MoC they could not meet any of them. 

But they met DDG (Estt.) and Director (Estt.) separately.  Our leaders got the following information. 

1) CGCA has worked out the financial implication and sent back to DoT Finance

2) This communication was reviewed by Member (F), Member(S) & DDG (Estt.) two days back

3) After the review, they decided to seek some more clarification or clarity from CGCA and the file is sent back to them

4) On receipt of the file from CGCA,   Establishment section will prepare a comprehensive 'Note' which will be sent to DoE

5) After getting the opinion/comments from DoE,   Establishment section will prepare a Cabinet Memo.

6) In the meantime Member (F) had gone to DoE and had some preliminary consultation. 

It is a clear indication that DoT was asked to expedite the process of pension revision by Hon MoC but we could not get any clue about the percentage of benefit.

05.01.2023 வியாழக்கிழமை அகில இந்திய பிஎஸ்என்எல் ஓய்வூதியர்கள் நல சங்கத்தின் மாவட்ட மாநாடு நடைபெற்றது. தஞ்சை திரு இருதய மலை மாவட்ட பேராலய மக்கள் மன்றத்தில் காலை  பத்து மணிக்கு மாநாடு தொடங்கியது. முதல் நிகழ்வாக தேசிய கொடியை மூத்த தோழர் எஸ் புருஷோத்தமன் அவர்கள் ஏற்றி வைத்தார். அடுத்து நமது சங்க கொடியை மாநில செயலர் தோழர் சுந்தரகிருஷ்ணன் அவர்கள் ஏற்றி வைக்க வாழ்த்து கோஷங்கள் அனைவரும் எழுப்பினர்.
அடுத்து மாநாடு உள் அரங்கத்தில் ஆரம்பமாகியது. முதல் நிகழ்ச்சியாக தோழியர் சாரதா சந்தான கோபாலன் கடவுள் வாழ்த்து பாட தோழியர் லைலா பானு தமிழ்த்தாய் வாழ்த்து கூடியிருந்த தோழர் தோழியருடன் கலந்து பாடினார். மாவட்ட தலைவர் தோழர் எம் ராஜேந்திரன் தலைமை ஏற்றார் மாவட்ட செயலாளர் தோழர் வி சாமிநாதன் வரவேற்புரை நிகழ்த்தினார். அவர் தனது வரவேற்பு உரையில் தஞ்சை மாநாடு சிறப்பினை பற்றியும் அதன் வளர்ச்சியை பற்றியும் உரையாற்றி அனைவரையும் வரவேற்றார். அடுத்து தோழர் S. சுந்தரகிருஷ்ணன் மாநில செயலர் வாழ்த்துரை வழங்கி MRS CGHS  பற்றி விரிவான உரையாற்றி, இது காறும் மாநில அளவிலே தீர்த்த பிரச்சனைகளை பற்றியும் தெளிவான உரையாற்றி அமர்ந்தார்.
அடுத்த நிகழ்வாக தோழர் டிஜி, தோழர் ஆர்வி, தோழர் தீனதயாளன் சென்னை,  தோழர் சுந்தர கிருஷ்ணன் மாநில செயலர் ஆகியவர்களுக்கு தஞ்சை பாரம்பரிய முறைப்படி பொன்னாடை போர்த்தி வைக்கப்பட்டு நீண்ட அழகிய சந்தன மாலை அனுபவிக்கப்பட்டு தஞ்சை புகழ் நினைவு பரிசுகள் வழங்கப்பட்டு கௌரவிக்கப்பட்டனர். கும்பகோணம் சார்பாக பொன்னாடை அளிக்கப்பட்டு கௌரவிக்கப்பட்டனர். தோழர் தீனதயாளன் தோழர் ஆர் வி ஆகியோர் மாநாட்டை வாழ்த்தி உரை நிகழ்த்தினர்.
 தோழர் D. கோபாலகிருஷ்ணன் மத்திய சங்கத் தலைவர் ஓய்வூதிய மாற்றம் பற்றிய நிகழ்வுகளை விளக்கி சுமார் ஒரு மணி நேரம் ஒரு விளக்க உரை ஆற்றி அமர்ந்தார். புதியதாக தேர்ந்தெடுக்கப்பட்ட தலைவர் செயலர் பொருளாளர் ஆகியோர் தோழர் DG யால் பொன்னாடை போர்த்தப்பட்டு கௌரவப் படுத்தப்பட்டனர்.

மாநில தலைவர் மற்றும் மாவட்ட செயலர் வி. சாமிநாதன் கடந்த 20 ஆண்டு காலமாய் செயலர் பதவி மற்றும் 80 வயது தொடக்கம் ஆகிய ஆக்கபூர்வமான செயல்பாட்டிற்காக மத்திய மற்றும் மாநில சங்க நிர்வாகிகள் பங்கு கொண்டு பொன்னாடை சந்தன மாலை நினைவு பரிசு ஆகியவைகளை அளித்து சிறப்பு செய்து கௌரவித்தார்கள். தவிரவும் திருச்சி மற்றும் கும்பகோணத்தில் இருந்து வந்திருந்த சிறப்பு விருந்தினர்களும் தோழர் சாமிநாதனுக்கு பொன்னாடை அணிவித்து சிறப்பு செய்தனர். அடுத்து BSNL  உதவும் உள்ளங்கள்  களப் பணியாற்றும் தோழர்கள் மற்றும்  இந்த மாநாட்டிற்காக அல்லும் பகலும் உழைத்த தோழர்கள் பொன்னாடை போர்த்தப்பட்டு கௌரவிக்கப் பட்டார்கள். நிறைவாக தோழர் அய்யனார் நன்றி நவில மாநாடு இனிதே நிறைவு பெற்றது. மாநாட்டில்  400 க்கும் மேற்பட்ட தோழர்களும் தோழியர்களும் கலந்துகொண்டு சிறப்பித்தனர். மாநாட்டின் இடையில் அனைவருக்கும் ஸ்னாக்ஸ்ம் டீயும் வழங்கப்பட்டது. நிறைவாக தஞ்சை பாரம்பரிய இன்சுவை மதிய உணவு அனைவருக்கும் அளிக்கப்பட்டது.

Dear Comrades,
Good evening .             Happy NewYear.

Today, Comrades R.Venkatachalam, K.Muthialu,Arumugam, S.Sundarakrishnan ,N.S. Deenadayalan went to CCA office. Greeted all officers and all staff. Met CCA, JOINT CCA and Dy.CCA. Smt.Gowthami Balashri Joint CCA Pension has joined today on completion of her training after 3.5 months. During discussion, they informed that Conventional Adalat would be likely to be conducted during 2nd week of FEB.2023 at Chennai. Notification will be issued by 2nd week of Jan 2023. 

2. Discussed with Dy.CCA PVA regarding the payment of less pension to some PENSIONERS. He told they have not revised any  pension pay. May be due to recovery of TDS. Some may receive Gratuity interest. That is to be accounted for IT. Requested to speedup the FMA arrears payment. Some of the commutation payment discussed. SBI Migration  will be completed by Jan 2023.

Then ,we  met Shri. C.V.Vinodh CGM TN Circle and greeted him. Discussed about BSNL MRS Payment. We expressed about the difficulty in exercising option since 2020 MARCH to 2021 Middle. CGM expressed that the difficulty is due to VRS 2019. Some  inpatient bills, vouchers are not uploaded. We expressed the difficulties faced by SSAs. He arranged a  Meeting with with Heads of BAs wherein he will discuss . Issue regarding recovery of amount from Officiating JEs in Coimbatore SSA also discussed. Payment of recovered amount from 12 pensioners in TNJ SSA is also brought to his notice. We requested to settle the issues. Discussed with Sri.Aravazhi DGM F about TNJ SSA and receipt of Allowance option in TRICHY SSA. He assured he will settle the issues.
