Com Mary Lilly Bai has retired on super annuation this month. She is a great union activist in T3. She had participated in all TU actions.
She was one among 57 comrades, in particular one among 7 lady comrades  who got arrested in chennai for the agitation in support of Teachers. 
Her send off party was well attended by our association leaders like DG, Ramarao etc. She is most welcome to our FOLD.
We wish her a happy and healthy retired life.

AIBSNLPWA சங்கத்தின் அனைத்திந்திய தலைவர் தோழர் ராமன்குட்டி அவர்களின் 28-04-2018 வலைப்பதிவின் தமிழாக்கம்.
சென்னையில் வெற்றிகரமாக முடிவடைந்த மத்திய செயற்குழு கூட்டத்திற்குப்பின் 21-04-2018 அன்று நம் அடுத்துவரும் அனைத்திந்திய மாநாடு குறித்த ஒரு வலைப்பதிவை வெளியிட்டிருந்தேன். மேலும் நம் பென்ஷனர் பத்திரிக்காவில் ஒரு பக்க செய்தியாக வெளியிட இருந்தேன்.ஆனால் அதில் சில பாயிண்டுகள் தெளிவாக இல்லை. நம் தோழர்கள் சில சந்தேகங்களை எழுப்பினர். ஆகவே இந்த வலைப்பதிவு மேலும் இனி வரும் நாட்களிலும் AIC  பற்றிய செய்திகள் வெளியாகும்.
AIC  நடக்க இருக்கும் இடம் மற்றும் தேதிகள் : நம் அனைத்திந்திய மாநாடு odisha ( பழைய பெயர் ஒரிசா ) மாநிலத்தில் உள்ள கோவில் நகரம் என அழைக்கப்பெறும் பூரி யில் 22-09-2018      சனிக்கிழமை  மற்றும் 23-09-2018  ஞாயிற்றுக்கிழமை  ஆகிய தினங்களில் நடைபெறும். பூரி இரயில் நிலையத்திற்கு மிக மிக அருகில் உள்ள " ரயில்வே டூரிஸ்ட் வளாகம் ", நம் மாநாடு நடத்துவதற்காக இடம் அளிக்கக்கோரி ரயில்வே அதிகாரிகளிடம் நமது வரவேற்புக்குழுவினர் விண்ணப்பித்துள்ளனர் . அந்த வளாகம் மாநாடு நடத்துவதற்கும் , சார்பாளர்கள் சுலபமாக ரயிலில் இருந்து இறங்கியதும் விரைவாக வந்து சேர்வதற்கும் மிகவும் உகந்த இடம்.. ஆனால் இரயில்வே இலாகா நமக்கு தருவதாக உறுதி அளிக்க வில்லை. அந்த வளாகம் யாத்திர்களுக்கு தனியார் நிறுவனம் மூலம் வழங்கப்படுகிறது. ஒப்புதலுக்காக காத்ததிருக்கிறோம். அனுமதி பெற்றதும் தெரியப்படுத்துவோம்.
சார்பாளர் கட்டணம்.( Delegates Fee ): சார்பாளர் கட்டணம் உணவு மற்றும் தங்குமிடத்திக்காக ரூ 1000/- நிர்ணயிக்கப்பட்டுள்ளது. 21-09-18 இரவு உணவு, 22 மற்றும் 23 -09-18 காலை, மதியம் மற்றும் இரவு உணவு , 24-09-18 காலை உணவு மட்டும் வழங்க ஏற்பாடு செய்யப்பட்டுள்ளது. இந்த உணவு வகைகளுக்கு ஒரு நபருக்கு ரூ 900/- ஆகிறது. பார்வையாளர்கள் ( விசிட்டர்ஸ்/observers ) மற்றும் குடும்பத்தினர்  வந்தால், உணவு வகைகளுக்கு மட்டும் தலா  ரூ 1000/- வரவேற்குக்குழுவிடம் கொடுக்கப்பட வேண்டும்.
சிறிது காலத்திற்கு முன் , ஒரு BSNL ஓய்வூதியர் சங்கம் பூரியில் அனைத்திந்திய மாநாடு நடத்தியபோது சார்பாளர் கட்டணமாக ரூ 3000/- வசூலித்தார்கள்  ஆனால் நம்  சார்பாளர் தோழர்  ரூ 1000/- மட்டும் உணவு மற்றும் உறைவிடத்திற்கு அளித்தால் போதுமானது .
தங்குமிடம் : பூரியில் தங்குமிடத்திற்கான செலவு குறைவாக இருக்கும் என்று எண்ணினோம் . ஆம் தர்ம சாலாக்கள் அதிகம் உள்ளன. அவற்றில் அறைகள் எடுத்துத் தங்கினால் வாடகை குறைவுதான் . ஆனால் அங்கே உள்ள சுகாதார நிலைமைகள் நன்றாக இல்லை , சுத்தமாக இல்லை மேலும் கழிவறைகள் எண்ணிக்கை மிகவும் குறைவு. எனவே நாம் தங்குவதற்கு ஏதுவாக இராது என்று எண்ணினோம். நம் தோழர்கள் அனைவருமே மூத்த குடிமக்கள். சவுகரியமான வசதிகளை எதிர்பார்க்கின்றனர். எனவே தான் செலவு சற்று அதிகமானாலும் பரவாயில்லை நல்ல ஹோட்டல்களில் அறைகளை ஏற்பாடு செய்யும்படி வரவேற்பு குழுவிடம் கூறியுள்ளோம்.
ஸ்ரீ ஜெகந்நாதர் கோவில் வகையறாவைச் சேர்ந்த ஹோட்டல்கள் நம் தீவிர பரிசீலனையில் உள்ளன அவையாவன 
(1) குண்டிச்சா பக்த நிவாஸ்  ( 60 அறைகள் )  கிராண்ட் ரோட் முடிவில் ஸ்ரீ குண்டிச்சா  கோவில் அருகில் உள்ளது 
 (2) ஸ்ரீ நீலாசலா பக்த நிவாஸ் ( 60 அறைகள்) . கிராண்ட் ரோட்-ல் உள்ளது 
(3) நீலாத்ரி வளாகம் ( 120 அறைகள்) கிராண்ட் ரோட் -ல் உள்ளது.
நீலாத்ரி தற்சமயம் புதுப்பிக்கப்பட்டு வருகிறது  அந்த வேலைகள் ஒரு மாதத்தில் முடிந்து விடும் என்று எண்ணுகிறோம்.
இந்த இடங்களில் 1000 சார்பாளர்களை 3 நாட்களுக்கு ( 21-09-18 to 23-09-18 வரை)தங்க வைக்க ரூ 17 லட்சம் தேவைப்படும் என்று கணக்கிடப்பட்டுள்ளது. இதைத்தவிர மாநாடு நடக்கும் இடம், உணவருந்தும் இடம் , விளம்பரம் இவைகளுக்கு செலவு செய்ய வேண்டும்.
எனவே ஒரிசா தோழர்களுக்கு உதவும் விதமாக மத்திய சங்கம் உறுப்பினர் ஒவ்வொருவரிடமிருந்து ரூ 50/- நன்கொடையாகப் பெற்று வரவேற்பு குழுவிடம் வழங்க இருக்கிறோம். இதுவரையில் ரூ 8 லட்சம் சேர்ந்துள்ளது. ரூ 17 லட்சம் நன்கொடை பெறுவதில் எந்த வித பிரச்சினையும் இருக்காது என்று எண்ணுகிறோம். மூன்று ஆண்டுகளுக்கு ஒருமுறை ரூ 50/- மட்டுமே 
சார்பாளர்(Delegates ) எண்ணிக்கை:  நம்மால் 3000 அல்லது 5000 தோழர்கள் கொண்ட பிரமாண்டமான மாநாட்டினை நடத்த இயலும். அனைத்திந்திய மாநாட்டில் கலந்து கொள்ள நம் தோழர்கள் விரும்புகிறார்கள். ஆனால் வரவேற்பு குழுவினரின் சங்கடங்களை குறைக்க எண்ணி சார்பாளர்களின் எண்ணிக்கையினை கட்டுப்படுத்த உள்ளோம். அனைத்து மாவட்டங்களும் தாங்கள் CHQ க்கு அனுப்புகின்ற கோட்டாவின் அடிப்படையில் சார்பாளர்களை அனுப்பி வைக்க வேண்டும். எதாவது மாவட்டம் கூடுதலான தோழர்களை பார்வையாளர்களாக அல்லது விசிட்டர்களாக அனுப்பி வைத்தால் அவர்கள் தங்களுக்கான தங்குமிடத்தை அவர்களே ஏற்பாடு செய்து கொள்ள வேண்டும்.
இருவர் தாங்கும் அறை ரூ 1000/- வரை நாள் ஒன்றுக்கு ஆகலாம்  விருப்பப்பட்டால் வரவேற்புக்குழுவினரே ஏற்பாடு செய்து தருவார்கள். வேண்டிய தொகையினை முன்பாகவே அவர்களுக்கு அனுப்பி வைக்க வேண்டும். அவ்வாறு ஏற்பாடு செய்யப்படும் அறைகள் நான் முன் பாராவில் குறிப்பிட்டது போல அவ்வளவு நன்றாக இருக்காது.

In March 2018 CHQ received a sum of Rs 2,93,250 and from 01-04-2018 to 26-04-2018 another sum of Rs 5,07,000 has been received.

ஓய்வூதியர், தனக்கும் தனது துணைக்குப் பின்னும் தங்களது ஊனமுற்ற பிள்ளைகள் அல்லது விதவைப்புதல்வி அல்லது மணமுறிவுபெற்ற புதல்வி ஆகியோருக்கு குடும்பஓய்வூதியம்பெற நிறைய விண்ணப்பங்கள் வருவதால் சென்னை CCA அலுவலகத்தில் இதற்கான தனி உத்தரவு பிறப்பிக்கப்பட்டுள்ளதாகவும் அதன்பிகாரம் அந்தந்த SSAக்களில் விண்ணப்பத்தைப்பெற்றுக்கொண்டு Acknowledgement கொடுக்கப்படும் என்றும் அதற்கான Format தயாரித்துக் கொண்டிருப் பதாகவும் மாரி அவர்கள் தனது உரையில் குறிப்பிட்டார்.

                                                                  OBITUARY

We regret to report that Com. D. Harikrishnan, Sr.TOA (P) Retired from ChTD and  former All India Organising Secretary of our AIBSNLPWA Association expired in Chennai on 22-4-2018. He was 76 years old.

Cremation will be today (23-04-18).

Tamilnadu AIBSNLPWA along with CHQ  convey deep condolences on the demise of Com. D. Harikrishnan. 

I am receiving strange queries about AIC.

Hence this explanation.

Delegate and Visitors have to pay Rs 1000 per head for food and lodgings.

Number of delegates shall be regulated based on paid up membership of district unit.

Paid up membership = Total number of life members plus three years average annual members.

One branch paid quota for 60 members in 2016. No quota paid in 2017 or 2018. The average paid up is for 20 only.  They did not send quota to Circle.  Such a branch wants to send 8 delegates!

It is not allowed. Such branch can  not attend AIC.

We have to spend Rs 2600 per delegate for food and accommodation at an average.  While delegate fee of Rs 1000 only is collected for food and lodging.

We are meeting ìn  a conference to discuss our problems.

 All should appreciate the burden of host Circle and cooperate.

MTNL STAFF AND PENSIONERS MOVE UNITEDLY

On 21-4-2018, large number of MTNL staff and pensioners met in the compound of Kidwai Bhavan, New Delhi. The function was organised by the Forum of MTNL unions and associations and the Joint Forum of MTNL retirees. Leaders were felicitated. They decided to move ahead unitedly to achieve pay revision and pension revision with fitment benefits suggested Pay commission.

             CLEARANCE ?

Department of Telecom sent a proposal to Department of Public Enterprises (DPE), for relaxation of affordability condition in DPE guidelines on implementation of 3rd PRC report for BSNL staff. As long as the affordability condition is insisted the pay revision in BSNL will remain a mirage. Afterdillydallying for some time the DPE has told DoT that any relaxation of the condition requires approval by the Cabinet.

It was a known fact. There is nothing new in it.

But, some friends say that DPE has cleared the permission to approach Cabinet! Is it a clearance? They want to give an impression that the proposal is cleared by DPE.

CHENNAI CWC MEETING DECISIONS

(A) ALL INDIA CONFERENCE:
The Date: 22nd and 23rd September, 2018, Saturday and Sunday.

Venue of Conference: 
First preference is the East Coast Railway Tourist Complex, just adjacent to Puri Railway Station. If it is not available, the spacious compound in Sree Gundicha Bhakta Niwas will be the venue. Exact venue will be notified very soon.

Accommodation (Lodgings): 
Dharamsalas are many in Puri. But they are not suitable to elderly persons. Hence, rooms in good hotels will be provided for comfortable stay of delegates. It is costly. 3 locations have been seen; (1) Sree Gundicha Bhakta Niwas, near Sree Gundicha Mandir. (2) Nilachala Bhakta Niwas and (3) Niladri complex. All are in Grand Road, Puri and owned by Jagannath Temple Trust. 1000 delegates can be accommodated in the three. Cost of the accommodation may be around Rs 17 lakhs for 3 days. Hence, Reception Committee will arrange accommodation to elected delegates from 21st to 24th September only. Visitors have to make their own arrangements. If rent is sent to RC in advance (around Rs. 1000 per day for two beds room) RC will help Visitors book rooms in hotels.

FOOD: 
Food will be provided to Delegates and Visitors on payment of Rs 1000 per head. It will start with dinner on 21-9-2018 and continue up to breakfast on 24-9-2018.

Though Patna CWC decisions were conveyed, only some branches have remitted the amount. All are requested to remit the amount to CHQ account before 30-6-2018 itself.

PAN and IT Returns: 
Circles and District Units who have already obtained PAN should file IT returns. CHQ will issue detailed circular to all circles soon in consultation with new auditor. Xerox copy of PAN may be supplied to CHQ by all Circles and District Units who have it.

Auditor: 
M/s RCS and Co, Chennai are appointed as new auditor.

DELHI CIRCLE: 
An adhoc committee is constituted to hold circle cofnerence.

(B) PROTEST PROGRAMMES:

Organise protest demonstrations on 20-6-2018 and Dharna on 18-07-2018 in front of CCA/SSA offices demanding Pension Revision with CPC Fitment Formula. Send a short resolution to Minister for Communication and Secretary Telecom. CHQ will approach other organizations, agreeing with the demand, for a joint programme.
