CDA Increase From January 2018

AICPI (IW) for December, 2017 is 286 points. 

That is 2 points down from November index. 

The Central govt  employees will get 2% additional DA from January, 2018. 

With that the total DA will be 7% .

It is evident that our AIBSNLPWA only concerns more on the welfare of entire pensioners. Once again it has been proved  without any doubt. Yes. When the BSNL authority is keeping mum about the third and aftermath MRS payment without voucher, our association has taken the lead to solve the problem. Our GS has written a letter to BSNL CO and is now on the way to Delhi to discuss the issue with concerned authorities.

We are extremely thankful for restoration of without voucher facility to the Pensioners from April 2017. The order also envisaged Review of the Policy after Six months. The Third Quarterly Installment has also become due now. The pensioners who opted for w/o  voucher facility are put too much difficulty as they cannot submit the bills for reimbursement now.
Hence we request you madam kindly to extend this facility  up to April 2018 and any review can be done from April which will help the pensioners very much.

Our GS Com.G . Natarajan goes to Newdelhi to discuss with BSNL authorities about MRS without voucher for 3rd and aftermath quarters and also with DOT Secretaries about the pending problems. He is accompanied by Com.T.Vittoban, our CHQ Treasurer.
We wish them all success. 

On 25-01-2018 a special meeting was conducted by AIBSNLPWA  Thanjavur District Branch at CTO complex Thanjavur in connection with the ensuing great grand celebration of  International  women's day on 10.03.2018 at Thanjavur. About 35  members participated as invited by the District Secretary com V. Swaminathan .

Meeting started exactly by 10. 00 hrs in the morning and prolonged up to  16.00hrs in the evening. Com A. K. Dhanabalan District president Presided over the meeting and proceedings were  conducted by the Dist Secy. Com K. Ayyanar gave the welcome address and C. V. Thangaiyan Circle Office Bearer gave some valuable suggestions for the elaborate  conduction for the function the Dist Secy briefed about the latest developments in the CHQ, Circle, and in Dist levels and explained  about the methods of celebration of the ensuing women's day celebration and solicited suggestions and ideas from  the participants. Com K. Seenu Treasurer briefed  the financial status as on date. Coms Sivasidambaram, Santhanagopalan, Vice president, Irudhayaraj, Mallika Sukumaran ,Thangam  Xavier, Latha Mukesh  gave  their valuable suggestions for the celebration in detail.

To enlighten the celebration,  Com P.S Ramankutty, CHQ President, Com K. Muthialu Circle Secy, and sri C.V.Vinoth PGMT, BSNL Thanjavur will be invited as Special Chief guests . Special oration on some special Topics will be by our  Lady comrades, Cultural talent events will be conducted by the family members of the women's wing of Thanjavur AIBSNLPWA along with service woman’s employees jointly. All are invited for the function. General discussions on the All India Conference at Puri  Odisha state ,status of the one increment, pay anomaly, the present status of BSNL were discussed elaborately in the meeting.

After vote of Thanks the meeting concluded and as usual delicious Tanjurian Lunch was served with snacks in the morning session. The meeting was conducted with full enthusiasm and all the participants were with energetic  and enthusiastic throughout the day and Thanks to all the coms who had participated .

AIBSNLPWA Kallakurichi comrades celebrated our 69th Republic Day on 26-01-2018 at 1000 hours in the Telephone Exchange compound along with a great grand branch meeting of our Association. They had made  elaborate arrangements. 
Com.DG CHQ Vice president and Com.V.Ramarao Circle President were chief guests. Com.Balasubramanian Branch President presided over the meeting. Sri.Gandhi, Sub Divisional Engineer Kallakurichi felicitated the function and thanked our comrades who had taken active part in all BSNL melas. Com.Balki, Com.G.Asokan, Com.B.Ravindran Circle Vice president, Com.Ilangovan, Com.Jeyaraman, Com.N Thirugnanam Div.secy,Com.Chandramohane , Branch Secretary etc addressed the meeting. Divl.secy while addressing explained the hardships he and some comrades of cuddalore experienced in meeting many coms of Kallakurichi and enroll them as our members. He lauded the services rendered by Com. Selvarasu Mary who was instrumental in enrolling lady comrades and family pensioners and she is also a good orator. 
Chief guest DG spoke for more than an hour and touched all points, he cleared all doubts that had been lingering in the minds of our members for a long time.
Com.V.Ramarao explained about the activities of our circle, steps taken with CCA office, Banks ,Post offices to get 78.2 arrears credited   and MRS payment without voucher etc in the accounts of  all pensioners.
60 members are there in that branch and all are Life Members.
Our comrades from Cuddalore, Villupuram and Chidambaram had come to take part in the meeting . Totally 120 members inclusive of 20 lady members attended with much enthusiasm. Branch Treasurer bid the Vote of Thanks.
At the end of the meeting Sweets and Lunch were served to all.

 

THE COURT CASES: AN EXPLANATION

COURT CASES:

This is regarding our yesterday’s posting, regarding the two cases we propose to file before CAT, Ernakulam.I have received number of anxious calls from our comrades of different stations.

..1.. .Nobody has any doubt about the first case. Our pension was revised with 78.2% IDR. It is done notionally from 1-1-2007 to 9-6-1013. And actual payment was made from 10-6-2013. Why 10-6-2013? Because of the DoT order consequent upon the agreement made by BSNL staff unions and BSNL management in 2013.

Pensioners are not party to the agreement. We want that the date of actual Pension revision with 78.2 should be 01-01-2007, not 10-6-2013. Financial condition of BSNL is not relevant to our Pension Revision. One case is already filed by another Association before Principal bench of CAT, New Delhi. Another case is being filed before Supreme Court directly. If the Supreme Court rejects the case on MERIT, then that is the end of their fight Let us hope that Supreme Court will not reject the application.

Pensioners have raised a just demand. Judges with judicious mind will not reject. The principal bench and different benches of CAT have equal status. Only difference is that anybody from any part of India can approach Principal bench .But those who are staying within its jurisdiction only can approach a particular bench of CAT in states. There is no difference between CAT Chennai or CAT Ernakulam or CAT Chandigarh. So, only those who reside in Kerala can approach CAT Ernakulam. If others are there as applicants, then the case can be rejected at admission stage itself. 

At first stage, we will try to get a favourable verdict from CAT Ernakulam and then try to get it extended to others. The legal fight in this matter is just begun. We should keep the lists of all other Circles ready. So. Continue the data collection .Hardly 25% branches have sent the list to CHQ. We cannot wait till 100% lists reach CHQ.

2 The other case is for getting pension at 50% of LPD. After the sixth CPC report, the pension is granted at 50% of Last Pay Drawn for those who retired on or after 1-1-2006 on completion of ten years of service. But, those who retired before 1-1-2006, pension was granted 50% of last 10 months’ average pay and that too after completion of 33 years of service. Otherwise it is pro rata pension. 

Recently Central government granted a new formulation for pension revision of CDA pensioners. Even a person retired in 1982, gets his last pay drawn revised again and again notionally based on fitment formulae suggested by IV CPC, V CPC, VI CPC and VII CPC. Then his pension is re-fixed at 50% of the notionally revised Basic Pay from 1-1-2016.In other sense, all the central pensioners, retired before 2006 also get the benefit of Last Pay Drawn in pension. But it is not extended to BSNL retirees. 

Department of Telecom is not prepared to look into our demand. Court Case is the last resort. It is time consuming, no doubt. But, situation in Kerala CAT is bit better.

Hence we have decided to approach CAT Ernakulam first. The Advocate Mr Sreeraj is sympathetic to pensioners. We have a Legal committee at Ernakulam to help our Association in legal matters also. Let us hope the best. Let us try. TRY, TRY and TRY….. ... ... P S Ramankutty

One of our com G K Pathak of Chandigarh had gone to court for allowing him benefit of one increment in pension. Today he has won the case. he says court has directed that all similarly placed pensioners be given this benefit. Let copy of judgement be received will forward on receipt.

1.Our extra increment case came and argument was over  and reserved  for judgement. May be expected in 2 to 3 days. Most likely DOT may be directed to issue speaking order on our representation. 
Our Circle president Com.V.Ramarao and Circle Vice president Com.A.Sugumaran had gone to Court from our Union side who have reported the above.

2  Our Pension Anomaly case was listed today in Delhi High Court before the Division Bench in Court No.8, at Item No.4 

 Preliminary hearing took place from both sides on the Writ Petition Titled UOI & ORS   V/S  AIBSNLPWA & ORS , challenging the Order dated 16.12.2016 passed by Principal Bench  of CAT ND in our favour. The Honourable Court said that this csse will require more time for hearing both the sides.

 The next date for hearing has been fixed on 22.10.2018.

Our Advocate requested for some early date . But the Court did not agree to change the date of next hearing.

Let us hope for the best.

Tail Piece :  Justice delayed is justice denied. Great honourable judges are least bothered of this delaying and denying. Ordinary people are helpless.

3   Today Com. PSR, Com.DG, Com. R N Padanair and Com. George ( Circle Secretary Kerala) met Advocate Sriraj at Ernakulam and discussed about filing the two cases as decided in Patna CWC. Advocate's initial reaction was that those two cases could be filed on behalf of our association and few others from Kerala. Com PSR can sign on behalf of CHQ. We have handed over the relevant material to him. He would study and prepare the petition and it could be filed within two weeks of time. Affected members list from Kerala can be annexed. When it goes to Apex court level affected members list from other states can be added.

We discussed with the advocate for more than an hour and he has knowledge about service matters and understood the issue with sharpness.

Yesterday I received half a dozen messages saying that DOT has prepared a Cabinet Note for giving pay revision to BSNL staff with 10% Fitment benefit. Nobody knows the source of this information. I am happy if BSNL staff get 10%.

But  anything will materilize only when Cabinet takes a decision. That is the problem too. 

Some other PSEs have given pay revision without Cabinet approval. Nothing will come just because a proposal is mooted.

Even the above mentined information turned out to be wrong. It is the desire or imagination of some people.

We are interested in the matter because one DDG in Sanchar Bhavam Newdelhi says that they will think of our Pension Revision only after pay revision is decided. He is worried about probable anomaly. 

There is an anomaly existing for 17 years. He is not prepared to remove it despite Court Order.

Affected people are now 77 years and above. Many left this world with the anomaly. DDG is not worried.

Vellore District Branch of AIBSNLPWA has grown to an un imaginable level in adding new members to its branch. Thanks to our Association which has made " Possible " the impossible task of annulment of 60:40 and got our pension revised @ 78.2% IDA, Sanctioning free Night  call facility, MRS without Voucher etc. Intensive canvassing and capable leadership have made a miracle in the membership growth. 
Yes ! An envious growth of 223 New Life Members have been added during the year 2017. 
On 31-12-2016, Total membrship was 210.
On 31-12-2017  in One Year Period, Total Membership is 433.
223 new life members have been added .
In 2018, just 17 days have passed, 7 new members have been added. 
All these are attributed to able, capable and collective Leadership in CHQ, State and District levels.

The Monthly meeting of the Chennai Traffic Division was conducted on second Saturday  the 13^th Jan, with eighty members even on the day of Bhogi. This branch has reached a life membership  hike during the year 2017 and reached 335 an increase of about 150 from previous year. Com DG appreciated the efforts of the branch and explained our  efforts in the One increment case in which we may get a direction from the CAT Next week.  Also he informed about the cases of 78.2% arrears from 1.1.2007 and Pension of 50% on last pay drawn for which the CHQ is  going to file cases  in Ernakulam CAT.

Com R Ranganathan president thanked the entire committee for achieving life members increase  and requested everyone to be life member.  Earlier one member celebrated his birthday by giving SKC  to the entire gathering. Com Kalyanasundaram who celebrated his birthday greeted all by singing a song and wishing “ Happy Pongal and New Year”. Com V.Ramarao spoke about the AIC at Puri in september 2018.

The branch secretary Com . P Sathyanarayanan requested all members to contribute for our journal Pensioner Patrika for getting up to date information. In spite of the Bhogi Festival on that day  more than 80 Comrades including  Nine lady comrades attended the meeting. The meeting concluded with a vote of thanks by com S Sampatkumar.

COURT CASES

Finally we are filing the two cases in CAT Ernakulam.

1. To get arrears from 1.1.2007 instead of 10.6.2013 in 78.2 revision.

2. To get pension for all at the rate of 50% of last pay drawn on completion of ten years service.

Delhi and Chennai advocates demand very high fees.

In any case Govt will take us to High Court and Supreme Court.  So,  it is better to spend less money for cases  in CAT.

Com. DG and myself will meet the advocate on 23rd January and proceed further. Being a resident of Kerala I can file the cases on behalf of AIBSNLPWA CHQ

AIBSNLPWA  Thanjavur District Branch monthly meeting was conducted today, the 13th January 2018 at the Main Telephone Exge Complex Maris Corner Thanjavur and about more than 100 coms  attended amidst  the heavy busy Pongal Festival busy schedule. Com A. K. Dhanabalan District president Presided over the meeting and Com V. Swaminathan Dist Secy AIBSNLPWA Thanjavur conducted the proceedings . Prayer song was sung   by com Mrs. Xavier and one Thirukural  couplet  and the meaning narrated  by Com the President and the Dist Secy delivered the welcome address. Homagewas paid to the departed coms during this period and two minutes silence was observed.

Com K. Santhanagopalan, Vice president read out the last month meetings minutes and got approved by the house. All grievances were heard individually one by one and cleared then and there by the Dist Secy on the spot itself. Then Dist Secy explained the one increment case present position, the support to be given to the BSNL  serving  employees during the proposed strike and the importance of the social activities to be carried out in detail. Com M Irudhayaraj gave a special speech of our day to day life , hit  whatsapp up jokes, quiz etc.

Com Natarajan narrated the Pensioners Patrika news. Com. K. Santhanagopalan, Vice president elaborately gave  news about CHQ, Circle and  District levels happenings in detail covering hike in IDA from 1^st January 2018 , MRS latest position with and without voucher in detail, Extra increment case present condition , implementing  revision of pension in line with 7th CPC recommendations, the day to day routines and achievements of the District Union activities in detail.

Then the birthday celebration of the coms whose birth day falling in this month and the Manivizha of the Coms who has retired in Dec 2017 as usual by cake cutting and feeding to near and dear ones, sandal malas were garlanded to the Manivizha pairs with slogan shouting and all were greeted by Sri.S. Purushothamanji, Manavalakalai Professor.

At the conclusion of the meeting Vote of Thanks was given by com M Ganesan .As a customary habit all participants were served hot, spicy and delicious  Tanjurian Lunch.

புதுச்சேரியில் மாதாந்திர பொதுக்குழு  கூட்டம்

ஒவ்வொரு மாதமும் இரண்டாவது சனிக்கிழமை மாதாந்திர பொதுக்குழு கூட்டம் நடப்பதுபோல இம்மாதமும் 13-01-2018 அன்று நடந்தது. திரு.M.V.ராமகிருஷ்ணன் தலைவர்  தலைமை தாங்கினார்.  62   பேர்  கலந்துகொண்டு சிறப்பித்தனர். அனைவருக்கும் புத்தாண்டு, பொங்கல் வாழ்த்துக்கள் தெரிவிக்கப்பட்டது.

இம்மாதத்தில்   குடும்ப ஓய்வூதியர்கள் திருமதி.K.ஜெயலக்ஷ்மி, B..அமரஜோதி, A..சகாயமேரி, K..இளமதி, R.கனகவள்ளி ஓய்வுபெற்ற திரு.R..மோகன்ராஜ், TM,, திரு.C..மோகன்,SDE, திரு.D..வெங்கடேசன், TM ஆகிய  8 பேர்கள் நமது சங்கத்தில் ஆயுள்சந்தா  உறுப்பினராக இணைந்தனர். அவர்களுக்கு கைத்தறித்துண்டு அணிவித்து கெளரவிக்கப்பட்டனர்.  இவரையும்  சேர்த்து தற்போது  ஆயுள்சந்தா  உறுப்பினர் சேர்ப்பு  228 ஆனது.  ஆண்டுசந்தா உறுப்பினர்  இல்லை.  ஆயுள்சந்தா உறுப்பினர்கள் 220-ஐ தாண்டி 228 ஆக உயர்ந்திருக்கிறோம் என்றும் புதுச்சேரியில் அதிக உறுப்பினர்களைக் கொண்ட முதன்மைச் சங்கமாக நமது சங்கம் உள்ளது என செயலர் அறிவித்தவுடன் அவை கைதட்டி பாராட்டியது.

     கூட்டத்தில் சென்ற கூட்டத்தில் கலந்துகொள்ளமுடியாமல் போன 5 தோழர்களுக்கு ஒரு கிப்ட்பேக் தந்தும் சால்வை அணிவித்தும் கெளரவப் படுத்தப்பட்டனர். அக்டோபர் முதல் டிசம்பர்-2017 வரையிலான மாவட்டச் சங்க செயல்பாட்டறிக்கையினை செயலர் வாசித்தார், அவை ஒப்புதல் தந்தது.  நிரந்தர ஊழியரான திரு.குட்டிகுமரன் விபத்தில் உயிரிழந்ததால் அவருடைய மனைவிக்கு நிதிதிரட்டி அளிக்க நமது சங்க சார்பாக ரூ.25,000 அளிக்கப்பட்டது. அகில இந்திய மாநாட்டிற்கு ரூ.50-ஐ ஒவ்வொரு உறுப்பினரும் தரவேண்டும் என செயலர் கோரியவுடன் சிலர் உடனே வழங்கினர். பிறகு தருவதாக சிலர் கூறினார்கள். மாநில் செயற்குழுவை புதுச்சேரியில் நடத்திட ஒரு ஆயத்தக் கூட்டத்தை செயற்குழு மூலம் விவாதித்து முடிவெடுக்கலாம் என்று முடிவு செய்யப்பட்டது.

      மெடிக்கல் அலவன்சு கிடைக்காதவர்கள் பற்றி பெயர்கள் பெறப்பட்டது.     ஆயுள்சந்தா செலுத்திய உறுப்பினர்களுக்கு அடையாள அட்டை வழங்கப்பட்டது.

      உறுப்பினரின் பிறந்த தேதியன்று காலையில் அவர்களுக்கு சங்க சார்பாக பிறந்த நாள் வாழ்த்து சொல்லும் முறையை கடைப்பிடித்து டிசம்பர் மாதத்தில் 08 தோழர்களுக்கு வாழ்த்துக்கள் தெரிவிக்கப்பட்டது. கூட்டத்தில்  கலந்துகொண்ட உறுப்பினர்களில் திரு. N பட்டாபி, S..சதாசிவம், மாநில உதவி பொருளாளர், ஆகியோர் தங்கள் கருத்துக்களை பதிவுச் செய்தனர். பொருளாளர் லோகநாதன் நன்றி கூறினார்.
