All India Consumer Price Index for Industrial Workers (AICPI)for the month of May 2017 is announced formally.

It is 278 points for May 2017.

It was 275 points for March 2017.

It was 277 points for April 2017.

Hence,the rate of IDA from

 July 2017 will be 119%.


IDA  increase is  1.9% 

from the existing 117.1%.





Sad demise
With deep sorrow we inform  that Comrade. R. Sreenivasulu
Veteran T3  Union Leader, Member AIBSNLPWA  a roaring lion,  
worked at Chennai CTO Passed away on 29.6.2017.
He was District Secretary   T3 ,  in LJCM  Quality Circle , got arrested during Teachers Agitation,  led  many agitations and strikes successfully.
Funeral at 1430 pm TODAY

A tribute by Com P.S.Ramankutty
Com Srinivasulu was a brlliant chap who studied the issues in depth, had total commitment to the trade union and ideology, made his presence felt by all in Circle conferences and AICs of T3 union. I expected that he would take over from DG at one stage as Circle Secretary. But ill fate had its toll. His daughter met with an accident while going to office. She is on wheelchair for last 16 years or so. Mrs Sreenivasulu was a Telegraphist.  She took VRS to look after daughter. Then Sreenivasulu  had the attack of cancer. I met him three months back. Cancer took his life yesterday (29-06-17)at 10 PM.
No words to express my feelings. I do not find any justification for the suffering of such a noble family.

NO IMPROVEMENT!........... .... NO HOPE!!

DOT has been always asking BSNL to submit the pension papers of retiring staff six months before their retirement. Corporate Office has issued several instructions, reminders and reminders again to Circles in this regard. But, there is no impact for all these.
On 27-6-2017, the Corporate Office of BSNL has issued another letter to Circles quoting the Data.
During the four months of November 2016, December 2016, January 2017 and February 2017 3653 employees retired from BSNL. Only in 1562 cases (42%) Pension has been sanctioned. BSNL has not submitted the pension papers in 1567 cases. 524 cases are pending in CCA offices. 

Just remember that in P&T, thereafter in DOT also, there was no delay in sanctioning pension. Many of us got the PPOs on the day of retirement or within a week. 

Now, in BSNL nobody cares the people retiring.

REVISED HRA FOR CENTRAL GOVERNMENT STAFF FROM  1st  JULY 2017.28/06
The Cabinet has today approved revision of HRA and other allowances for the serving central government employees. The new HRA rate is 24%, 16% and 8% of the revised basic Pay. It takes place from 1-7-2017. Employees have been demanding it from 1-1-2016.
Formal orders are awaited.
ANOMALY CASE: HOW LONG TO WAIT?

On 16-12-2016, the honourable CAT, Principal Bench, New Delhi delivered its judgement in the pension anomaly case filed by our association.The last paragraph of the judgement is quoted below.
".... 25. There is, therefore, no ground whatsoever for the respondents to deny the benefit of formula adopted in OM dated18.10.1999. The impugned order dated 15.01.2003 is thus quashed with direction to the respondents to refix pension of the applicants from the date of their retirement in the same manner as calculated for Central Government employees/ Public Sector Undertaking like FCI by adopting the formula as contained in OM dated 18.10.1999 and give notional benefit of the IDA pay scales and, thereafter, grant all consequential benefits from the date of retirement in accordance with law. We fix a time frame of 90days from the receipt of a certified copy of this order for implementation of our directions. No costs.

Now, six months have since passed. Department has not yet honoured the Judgement. When enquired in Directorate, it was told that DOT had asked the Government Advocate to file an appeal petition in High Court. To avoid an ex-parte decision by High Court we immediately filed a caveat petition in the HC. No Appeal has been filed so far. Three months have passed since then also. Now, we are consulting our advocate about filing contempt of Court Petition in CAT.

Sad demise


With Grief filled heavy heart we bring the sad news of the sudden demise of Com. P. Selvaraj , Tirunelveli District AIBSNLPWA Asst. Dist. Secy on 27th evening. We pray the almighty to keep his soul at peace and convey heartfelt condolences to the bereaved family.
Funeral will be at Kadayanallur on 28th morning.

 Dear Comrades,
Ours was the ONLY Pensioners ' Organization of BSNL which raised the slogan for the first time that " we are BSNL retirees but Central Government Pensioners" way back in 2014 . From that time onwards we never looked back on this MOST IMPORTANT issue of pension revision w e f 01-01-2017. Consistently &  continuously your CHQ  has been pursuing this case with 7th CPC, DOE, DOP & PW and DOT without any aberration in our stand as directed by 2015 AIC & 2016 CWC.
It may not be possible to publish our day to day efforts for obvious reasons.
The views  & ideas expressed by some of our members, joined subsequently, regarding Organizational actions  shall definitely be considered in ensuing CWC during November at Patna.
Meanwhile, CHQ desires that all our members to have patience and trust the efforts being pursued.
Some friends want pensioners jump into some action immediately. Why?
That will help them get wage revision for serving staff. Their target is only wage revision which is as per PRC report.
We wish them get wage revision. We will suport them in that pursuit.
Donot  forget what happened in the past.
In 2007/2008 when pay was revised under 2nd PRC nobody talked about pensioners.
NOBODY.
When 6th CPC report was implemented and Pension of central pensioners was revised,
Nobody thought of BSNL retirees.
We have no complaints. Because we are not their members.
Now,  some people want BSNL retirees agitate for PRC benefit knowing PRC Report does not talk about pension revision at all.
AIBSNLPWA is not playing second fiddle to anybody.
WE HAVE DEFINITE STAND.
WE HAVE DEFINITE PROGRAMMES.
We are moving cautiously, with steady steps with clear understanding.

 Raman Kutty: DO NOT FORGET THE PAST, COMRADES.
I received comments from more than 30 comrades to my earlier posting. Thanks.
I only want that we should not forget the past.
First three CPCs did not recommend any Pension Revision. Why?
Govt. did not include Pension Revision in their Terms of Reference.
Then came the Nakara Case judgement in 1982.
Govt. included Pension Revision as an item in Terms of Reference of fourth CPC.
It is a practice now. It is Govt decision.  It is always a political decision.
Government never asked PRC to consider Pension Revision. Why?
There are 243 Central Public Sector Establishments in India.
Pension is available only in 168 PSEs.
In 75 PSEs there is no Pension system.
167 PSEs out of 168 pay pension from their own funds to their ex-employees.
Only in BSNL pension is paid by Government.
BSNL is in a unique position.
So decision about BSNL pension should be unique.
BSNL has no role in our Pension revision.
BSNL can decide pay revision, with permission of Govt.
Once Pay revision is decided, the staff unions will not continue their agitation for us.
It is quite natural.
Then we have to agitate for pension revision.
It is our battle.  Our own battle.
We want a permanent decision for periodic pension revision in BSNL.
It should be independent of wage revision in BSNL.
It should be delinked from financial position of BSNL.
We are struggling for that. Some people may feel it is impossible.
BUT, WE HAVE SHOWN IMPOSSIBLE CAN BE MADE POSSIBLE.
We shall continue our efforts.
No controversy in it. No doubt in it.
I AM CONFIDENT THAT WE WILL WIN.............PSR                        
 Raman Kutty: Our Association works on collective wisdom. Our approach on Important issues are decided after study and democratic discussions.  Same is the case with Pension revision. After discussion in study group CWC and AIC we demanded revision on CPC and submitted memorandum to CPC. There is no confusion. Some friends in connivance with certain people try to confuse us and it appears that they want us to demand revision through 3rd PRC which no where had  recommended pension revision.
From the day of retirement the BSNL opted DOT staff will become Central Govt paid pensioners.
After amendment of 60:40 condition pension of DOT opted BSNL retirees is NOT related to the Income of the PSU. But of course pension of those recruited during the last 17 years, which is still not yet decided, may have bearing on the Income of BSNL.
We should continue our efforts to get pension revision on 7th CPC.
 I fully endorse the stand of CHQ.

GRADE IV: GRADE PAY OF Rs 4600: AN OLD ORDER

During the last few days, I have been receiving queries and requests from number of comrades (DOT Pensioners retired from the Grade IV) about the Grade Pay applicable from 1-1-2006. Originally Grade Pay for the scale of 6500-10500 was Rs 4200. Later on, Vide an order dated 13-11-2009, the Ministry of Finance revised the rate of Grade Pay as Rs 4600.00.I sent the copy of the said order to some. Since more requests are coming I am uploading the said order above.....

Subject:- Grant of the revised pay structure of grade pay of Rs.4600 in the pay band PB-2 to posts that existed in the pre-revised scale of Rs.6500-10500 as on 1.1.2006 and which were granted the normal replacement pay structure of grade pay of Rs.4200 in the pay band PB-2
Sixth Pay commission recommended merger of the three pre-revised scales of Rs.5000-8000, Rs.5500-9000 and Rs.6500-10500 and replaced them by the revised pay structure of grade pay of Rs.4200 in the pay band PB-2. Vide para 2.2.21 (v) of its report, the Commission recommended that on account of the merger of these 3 scales, some posts which constituted feeder and promotion grades would come to lie in an identical grade. The Commission gave specific recommendations in its Report granting higher grade pay of Rs.4600 to some categories of these posts. As regards the other posts, the Commission recommended that it should first be seen if the posts in theses 3 scales can be merged without any functional disturbance and if possible, the same should be done, Further, the Commission recommended that in case it is not feasible to merge the posts in these pay scales n functional consideration, the posts in the scale of Rs.5000-8000 and Rs.5500-9000 should be merged with the posts in the scale of Rs.6500-10500 being upgraded to the next higher grade in the pay band PB-2 with grade pay of Rs.4600 corresponding to the pre-revised scale of Rs.7450-11500, the posts being upgraded from the scale of Rs.6500-10500 should be merged with the post in the scale of Rs. 7450-10500.
The above recommendations of the Sixth Pay Commission were notified vide para (ii), Section I in Parts B and C of the First Schedule to the CCS (RP) Rules,2008. While Part B of the First Schedule of he CCS(RP) Rules relates to revised pay scales for common categories of staff, Part C notifies revised pay structure for certain posts in Ministries, Departments and Union Territories. The above provisions of the Rules specifically mentioned that upgradations in terms of para (ii) Section I may be done in consultation with Department of Expenditure, Ministry of Finance.
Consequent upon the Notification of CCS (RP) Rules, 2008, Department of Expenditure has received a large number of references from administrative ministries / departments proposing upgradations of the posts which were in the pre-revised scale of Rs.6500-10500 as on 1.1.2006 by been granting them grade pay of Rs.4600 in the pay band PB-2. The matter has been considered and it has now been decided that the posts which were granted the normal replacement pay structure of grade pay of Rs.4200 in the pay band PB-2, will be granted pay of Rs.4600 in the pay band PB-2 corresponding to the pre-revised scale of Rs.7450-11500 w.e.f.1.1.2006. Further, in terms of the aforementioned provisions of CCS (RP) Rules, 2008, in case a post already existed in the pre-revised scale of Rs.7450-11500, the posts being upgraded from the scale of Rs.5600-10500 should be merged with the post in the scale of Rs.7450-11500. 

Accordingly, in terms of Rule 6 of CCS (RP) Rules, 2008, revised pay of Government servants in the pre-revised scale of Rs.6500-10500 who were earlier granted grade pay of Rs.4200 and who have already exercised their option for drawal of pay in the revised pay structure in the format prescribed in the Second Schedule to the Rules, will be fixed again in accordance with illustration 4A annexed to CCS (RP)Rules,008.
In case of all such Government servants in the pre-revised scale of Rs.6500-10500 who were earlier granted grade pay of Rs.4200 and who had opted to have their pay fixed under CCS(RP) Rules, 2008, action as prescribed in this Department’s O.M. of even number dated 30th August, 2008 will be taken. In case a Government servant desires to revise his earlier option for coming over to the revised pay structure, he may be permitted to do so without any reference to this Department.
6. On account of pay fixation in the revised pay structure of grade pay of Rs.4600 in the pay band PB-2, arrears of pay will be recalculated and difference of arrears in respect of the entire amount will be paid immediately. The manner of drawal of arrears ahs already been indicated in this Departments/s O.M. of even number dated 30.8.2008.

EXTRA INCREMENT ஓய்வூதியத்திற்கு எடுத்துக்கொள்ளப்படாது என்ற உத்திரவு மேற்கோள் காட்டப்பட்டுள்ளது.  மேலும் அவர்களுக்கு ஓய்வூதியப் பலன்கள் கூடுதலாக கொடுக்கப்பட்டுள்ளதாகவும் தவறாக கொடுக்கப்பட்ட பணத்தை பிடித்தம் செய்ய வேண்டும் எனவும் அதற்காக வழிகாட்டுதல் கேட்கப்பட்டுள்ளதாகவும் DOT CELL கூறியுள்ளது.
 நெல்லை மாவட்டத்தில் 25 தோழர்களின் 78.2 சத இணைப்பு நிறுத்தி வைக்கப்பட்டுள்ளது.

obituary
With grief filled heart we inform the sad and sudden demise of Smt.R.Vasantha (w/o Com.Ramalingam, our Salem(East) District Secretary) (age 68) yesterday evening at Salem due to massive heart attack .
AIBSNLPWA conveys heart felt condolences to the bereaved family and to com. Ramalingam. Cremation will be in their native place today evening.
