Pension revision case

DoT has filed a petition on 28/5/2024 before Hon Delhi HC praying to stay the contempt petition pending before Hon PB CAT.

In their petition they have reiterated the same arguments placed before PB CAT and in WP before Delhi HC.

They have requested Hon Delhi HC to hear the petition as "urgent" tomorrow 31^st  itself because tomorrow is the last day before summer vacation.

We have requested our lawyer to engage senior counsel Shri Sanjay Gosh for tomorrow hearing.

Vanakkam 

CCA  Tamiladu has issued Co Authorisation incorporating in PPO. Co-authorisation of Physically disabled dependent child .  Due to the letter issued by DOT  Hqrs  on the above subject, not to insist to get a certificate as"not able to earn income for livdlyhood" from Medical Authorities. Whereas DP &PW order such condition was essential. As per revised pension rule, such co authorisation can be issued to those who have single parent. They insisted for Field inspection report from BSNL Authorities. Due to this prevailing conditions, some of the cases are kept pending. Pr. CCA discussed with Hqrs. and a decision is taken by CCA office to review all such pending cases.

If the documents are proper, even without earning certificate, with both parents alive will be sanctioned.

2.FMA  Only 500 applications are pending and those are also being processed at clerical level, 1st level.. There are 5 levels in Pension section. Rest are sent beyond 3rd level. Some are sanctioned in pension sec and being sent to PDA. All will be sent to PDA this month. Requsted AO PDA to include all sanctionsd FMA for early payment.. For kind information.

3.Pay correction, in SAMPANN, 21 cases referred to help desk.

 For Revision Of Pension due to 78.2% IDA Merger

வணக்கம்.
78.2 % IDA உடன் Extra Increment சேர்த்து சில ஓய்வு ஊதியர்களுக்கு, pension revision10.6.2013 முதல் வழங்காதது குறித்து, நமது மத்திய சங்கமும், மாநில சங்கமும் நமது வழக்கில் மாண்பு மிகு சென்னை CAT 17.02.2022 நமக்கு சாதாகமாக நீதிமன்ற உத்தரவு பிறப்பித்த பிறகு பலமுறை அன்றைய CCA & PCCA  அவர்களை சந்தித்து  பேசிய பிறகும் எந்த பயனு மில்லாமல், DOT நிர்வாகம் சென்னை உயர்நீதி மன்றத்தில் மேல்முறையீடு செய்துள்ளனர்.
மீண்டும், மீண்டும் அதிகாரிகள் மாற்றப்பட்ட நேரங்களில் எல்லாம், பல்வேறு கட்டங்களில் PCCA/CCA வை   சந்தித்து  COM.  DG, COM. சுகுமாரன்,மற்றும் CS, RV, Muthialu, ராமராவ் சந்தித்து பேச்சு வார்த்தை நடத்தினோம். ஒரு கட்டத்தில், PCCA மகாராஷ்டிரா ஒப்புக்கொண்ட பின்னரும் எதையும் நிறை வேற்றவில்லை. இறுதியாக நீதி மன்றத்தில் வழக்கு இருப்பதால் Extra Increment கொடுப்பதை தற்பொழுது பரிசீலிக்க இயலாது என்று Jt. CCA கூறினார்.
நமது, பல தடவை  முயற்சிக்கு பின்னர் எக்ஸ்ட்ரா increment இல்லாமல் 78.2 சதம் ஓய்வு ஊதிய மாற்றம் கொடுப்பதற்கு  23.02.2024 ஸ்ரீமதி கௌதமி பாலஸ்ரீ  JT.CCA PENSION அவர்கள் ஒப்புக்கொண்டார்கள். நமது மத்திய சங்க நிர்வாகிகள், டெல்லியில் Member சர்வீஸ் 12.02.2023 அன்றைய சந்திப்பில்,எக்ஸ்ட்ரா increment சேர்த்து 78.2% revision சாதகமாக வரும் என்பதால் நாம் பொறுத்திருந்தோம். மத்திய சங்க வேண்டுகோள் படி, 07.03.2024 அன்று PCCA  TN உடன் DOT மூலம் ஒரு கூட்டம் ஏற்பாடு செய்யப்பட்டிருந்தது. அதில் Comrades. DG, A. சுகுமாரன், CS கலந்து கொண்டனர். Extra increment உடன் 78.2% மாற்றம் கொடுக்கும் படி கேட்டு கொள்ளப்பட்டது. கடிதம் கொடுத்தோம்.
24.03.2024 அன்று டெல்லியில் இதுபற்றி விவாதிக்க DOT HQrs இல், DDG EST, JTCCA, CMD BSNL, UNDER SECY , DGM Finance DOT, கலந்து கொண்ட கூட்டம் நடந்தது. அதன் பிறகும் நமது மத்திய சங்க நிர்வாகி, DDG EST அணுகி விசாரித்ததில்,DDG அவர்கள் பரிசீலனையில் இருப்பதாக கூறுகிறார் . எனவே,தமிழ் மாநில செயலாளர்  10.04.2023 அன்று Jt.CCA சந்தித்து பேசியதில், நீதி மன்றத்தில்அப்பீல் இருப்பதால், DOT HQrs இதில் எந்த Direction கொடுப்பதாக தெரியவில்லை என்பது தெரிய வந்தது.
நமது வேண்டுகோளுக்கிணங்க, Feb24 அன்று கூறியபடி extra increment இல்லாமல், pension revision 78.2% அடிப்படையில் செய்து கொடுப்பதாகவம், ஒரு request லெட்டர் சம்பந்தப்பட்ட வர்கள் கொடுக்கவேண்டும் என்றும் கூறினார். OFFICIAL COMMUNICATION தேவை என்று மாநில சங்கம் கேட்டு கொண்டது. இது தற்காலிக முடிவு. அப்பீல் தீர்ப்புக்கு பின்,increment முடிவு செய்யப்படும். இன்று CCA அலுவலகம் அவர்களது, Website இல் மாதிரி படிவம், பதிவேற்றம் செய்துள்ளனர்.
அதை கீழே  கொடுத்துள்ளோம் மாவட்ட செயலர்கள், பாதிக்கப்பட்டவர்களை நேரடியாக விண்ணைப்பிக்க சொல்லவும். இணைப்பு எதுவும் தேவை இல்லை. பெயர், PPO NO  விவரம் நமக்கு தேவை. இது ஒரு interim relief. அப்பீல் மீது counter reply நமது வழக்கறிஞர் தயார் செய்து வருகிறார். வழக்கு விசயத்தில் Com. சுகுமாரன் அவர்கள் உறுதுணையாக, உள்ளார்.
மாநில சங்கத்தின் நன்றியை Jt. CCA அவர்களுக்கும் மற்றும் அனைத்து கணக்கு அதிகாரிகளுக்கும் தெரிவித்து கொள்கிறோம். காலம், காலமாக இந்த விவகாரத்தில், DOT HQRS டெல்லி இல், நமக்காக தொடர் முயற்சி எடுத்து வருகின்ற மத்திய சங்கத்திற்கும் நமது நன்றியை தெரிவித்து டுக்கொள்கிறோம். இந்த படிவத்தில் தெரியாத விவரம் இருப்பின், அதை பூர்த்தி செய்ய வேண்டாம்.நம்பிக்கை யுடன்,பொறுமை காத்த உறுப்பினர் களுக்கு நன்றி. நன்றி.
