PENSION REVISION CASE  - UPDATE ON 11-12-2025

Our Advocate has shared the following brief update from today’s hearing:

When the matters were first called, our Advocate, Mr. Ghose, mentioned the issue to the Bench and requested that the cases be taken up. 

Counsel for the UoI was not present at that time, and a passover was sought. 

After the passover, Counsel for the UoI requested that the matters be heard after lunch, but the Court declined due to other time-bound matters. 

Our Advocate then asked for the earliest possible date and a fixed time for hearing. 

The Hon’ble Court has now posted the matters for hearing on 6th January at 2:30 PM.

                                                 அப்பீல் (வேண்டுகோள்)

நமது one increment /extra increment வழக்கு Hon.CAT சென்னை, நமக்கு  அனுகூலமாக   2022 பிப்ரவரி யில் வழங்கிய பிறகு DOT /CCA சென்னை, சென்னை உயர்நீதி மன்றத்தில் மேல்முறையீடு செய்ததை அனைவரும் அறிந்ததே. WRIT PETTITION WP 4507/23. நாம் ROW&REDDY, LEADING ADVOCATE , LAWYER திரு கோவர்தன் அவர்கள் மூலம் அப்பீல் செய்துள்ளோம். கடந்த 3 மாதங்களில் CASE LIST ஆனாலும், விசாரணைக்கு வரவில்லை. கடந்த 02.12.2025 அன்று விசாரணைக்கு வந்து, 2 வாரம் ஒத்திவைக்க பட்டுள்ளது. நாம் சீனியர் lawyer திரு. பிரசாத் அவர்களை, வழக்கில் ஆஜர் ஆகுமாறு கேட்டுள்ளோம். இதுவரை மேல் முறையீடு பீஸ் எதுவும் கொடுக்கவில்லை. முன்பணம் Rs. 50,000(Fifty Thousand ) இந்த வாரம் கொடுக்க வேண்டும். அது போக மீதி பணம் வழக்கு முடிந்தவுடன் கொடுக்க வேண்டும். நமது மாநில சங்கம் இதில் சம்பந்தம் உள்ளவர்களுக்கு extra increment இல்லாமல், 78.2% IDA உடன் பென்ஷன் மாற்றம் ARREARS பெற்றுக்கொடுத்தோம். சுமார் 200க்கும் அதிகமானோர் பயன் பெற்றுள்ளனர். இதில் காரைக்குடி மாவட்டம், தோழர் ரமணி சேலம், தோழியர் ஹேமா அம்புஜம் போன்ற சிலர் மாநில சங்கத்திற்கு நன்கொடை வழங்கினார். இந்த வழக்கை நீதி மன்றத்தில் சந்திக்க வேண்டியுள்ளது.மாவட்ட செயலாளர்கள், பயன் பெற்றோரிடம், நன்கொடை பெற்று அதை மாநில சங்கத்தின் CUB ACCOUNT NO. க்கு அனுப்பி வைக்கும்படி   கேட்டுக்கொள்கிறேன்.

1.FP Conversion :   இதை துரிதப்படுத்திட 3 Clerks  இப்பணியில் ஈடு படுத்தப்பட்டுள்ளனர். தற்பொழுது 50 cases pendingல் உள்ளது.  இந்த மாதத்தில் அவை அனைத்தும் சீர் செய்யப்படும்.

2.Freezed cases, HELPDESK இல் கால தாமதம் ஆவதை, சுட்டிக்காட்டி AO விடம் பேசியுள்ளோம்.

3.IDA arrears, LC கொடுக்காதவர் 1000 பேர் நீங்கலாக, அனைவருக்கும் IDA ARREARS, தயாராக உள்ளது. LC தாமதமாக கொடுத்து, நவம்பர் PENSION பெறாதவர்கள், FP மாற்றம் பெற்றவர்கள் எல்லோருக்கும் இந்த வாரம் பண பட்டுவாடா செய்யப்படும்.

4.)    5000 பேருக்கு eppo தயாராகி உள்ளது.

5.) 78.2 revision இன்னும் documents அனுப்பாதவர்கள் பட்டியல் பெற்றுள்ளோம்.

 AIBSNLPWA has submitted a representation to the Hon’ble Prime Minister seeking amendment of the VIII CPC ToR and withdrawal of Part IV of the Finance Act 2025. 

 

As you are aware, the matter was listed today on 27-11-2025 for the Government of India to inform the Court about whether it is agreeable to grant revision of pension to combined service optee pensioners of BSNL by multiplication of existing pension by 2.57 as was done for Central Government employees by the 7th CPC.

When the matter was called out, the Government informed the Court that it cannot grant revision of pension by applying the multiplication factor of 2.57. The Government is adamant on its stand that till PRC recommends an increase in pay for BSNL, the Government of India shall not revise pension of retired employees of BSNL. 

In view of the Government’s stand, the Court will have to finally hear the matter and pass a judgment either allowing or dismissing the writ petition. Since it has already heard the matter in part on the last date, it decided to keep the matter for hearing at the end of its board today. 

Unfortunately, the matter couldn’t be taken up at the end of the board because of paucity of time. However, we mentioned the matter and the Court agreed to give a short date ie 11.12.2025. 

Next date of hearing is 11th Dec, 2025. 

 

 

 Case on Pension Revision – High Court of Delhi

Our case on pension revision came up for hearing in the Hon’ble High Court of Delhi today. The matter was taken up at 2:45 PM and the hearing continued for more than an hour. Detailed arguments and counter-arguments were presented by both the petitioner and the respondent.

The Court has directed both parties to file their respective written statements on the issues raised. The next date of hearing is 27-11-2025.

A detailed update will be shared as soon as it is received from our Advocate.

Supreme Court Case Status – VALIDATION ACT

Our case challenging the Validation Clause has been officially admitted by the Hon’ble Supreme Court. The case is filed under Diary No. 60324/2025, registered as W.P.(C) 1057/2025. It was listed before the Bench of Justice P.S. Narasimha and Justice Atul S. Chandurkar on 17-11-2025 for admission.

The Court has directed that our case be clubbed with W.P.(C) 525/2025, and notice has been issued to the Government. 

The case is categorised under Retiral Benefits & Pension matters. The next tentative listing, as per the computer-generated schedule, is 05-01-2026.

The petition has been filed jointly by 19 major Pensioners’ Organisations, including NCCPA, AIBSNLPWA, and others

 இன்று  (18-11-2025 )  மாநில தலைவர் Com. R.Venkatachalam , மாநில செயலாளர் Com. S.Sundarakrishnan   Com. Arumugam மாநில நிர்வாகி மூவரும், Jt. CCA அவர்களை சந்தித்து, மாநில மாநாட்டில் தேர்வு செய்யப்பட்ட புதிய நிர்வாகிகள் பட்டியலை கொடுத்தனர். மதுரை மாவட்ட தலைவர் COM. கனியப்பன் அவர்களும் உடன் சென்றார்.

1.Creation of  eppo 5000 பேருக்கு அப்லோட் செய்யப்பட்டுள்ளது. இன்னும் 500KYP form பெண்டிங்கில் உள்ளது. 

2.Conversion of FP, கூடுதல் STAFF போடும்படி கூறினோம். தற்பொழுது 2 CLERK உள்ளனர். இது வரை கையிருப்பில் உள்ள அனைத்து FP CASE, டிசம்பர் 15 தேதிக்குள் முடிக்குமாறு கூறியுள்ளார். அதன் பிறகு வரும் அனைத்து FP conversion ஒரு மாதத்தில் convert ஆகிவிடும் என்று கூறினார்.2.மருதாம்பாள் FP பிரச்சனை Helpdesk சரிசெய்ய வில்லை என்பதை சுட்டிக்காட்டினோம். 3.SAMPANN S/W problem. 

4.Notional increment நீதி மன்றம் சென்றவர்களுக்கு மட்டும் revision செய்யப்படுகிறது. 

5. பென்ஷன் account மாற்றம் ஆகஸ்ட்-ல் approve ஆனவை,இன்னும் சரி செய்யப்படைவில்லை 

6.காரைக்குடியில் PPO  no வேறு ஒருவருக்கு, தவறாக மாற்றியதால், அவருக்கு அக்டோபர் பென்ஷன் வரவில்லை. வாழ்நாள் சான்றிதழ் கொடுக்க இயலவில்லை. உடனடி, தீர்வுக்கு HELPDESK ஐ அணுகும்படி கூறியுள்ளோம்.

7.Oct  IDA வேலை எடுக்க பட்டுள்ளது. 

8.டிசம்பர் மாதம், மதுரை யில் ADALAT நடக்க உள்ளது. 

9.தனிநபர் பிரச்சனை பேசப்பட்டது.

 Letter to the Controller General of Communication Accounts (CGCA) on Problems Faced by Family Pensioners under SAMPANN and issue of e-PPOs.

AI BSNL PWA has submitted a detailed representation to the Controller General of Communication Accounts (CGCA), highlighting the urgent need to issue e-PPOs and the difficulties being faced by family pensioners under the SAMPANN system.

Despite submitting their Digital Life Certificates (DLCs) on time, many family pensioners are experiencing undue delays in pension restoration, prolonged gaps between DLC updation and payment resumption, and non-credit of arrears for the intervening period.

The Association has requested the CGCA to examine these issues urgently, issue uniform guidelines to all CCA offices across India, and streamline SAMPANN operations to ensure that family pensions are restored automatically and without hardship to the beneficiaries.
