As you are aware, the matter was listed today on 27-11-2025 for the Government of India to inform the Court about whether it is agreeable to grant revision of pension to combined service optee pensioners of BSNL by multiplication of existing pension by 2.57 as was done for Central Government employees by the 7th CPC.
When the matter was called out, the Government informed the Court that it cannot grant revision of pension by applying the multiplication factor of 2.57. The Government is adamant on its stand that till PRC recommends an increase in pay for BSNL, the Government of India shall not revise pension of retired employees of BSNL.
In view of the Government’s stand, the Court will have to finally hear the matter and pass a judgment either allowing or dismissing the writ petition. Since it has already heard the matter in part on the last date, it decided to keep the matter for hearing at the end of its board today.
Unfortunately, the matter couldn’t be taken up at the end of the board because of paucity of time. However, we mentioned the matter and the Court agreed to give a short date ie 11.12.2025.
Next date of hearing is 11th Dec, 2025.

Case on Pension Revision – High Court of Delhi
Our case on pension revision came up for hearing in the
Hon’ble High Court of Delhi today. The matter was taken up at 2:45 PM and the
hearing continued for more than an hour. Detailed arguments and
counter-arguments were presented by both the petitioner and the respondent.
The Court has directed both parties to file their respective
written statements on the issues raised. The next date of hearing is
27-11-2025.
A detailed update will be shared as soon as it is received
from our Advocate.

Letter to the Controller General of Communication Accounts (CGCA) on Problems Faced by Family Pensioners under SAMPANN and issue of e-PPOs.
AI BSNL PWA has submitted a detailed representation to the Controller General of Communication Accounts (CGCA), highlighting the urgent need to issue e-PPOs and the difficulties being faced by family pensioners under the SAMPANN system.
Despite submitting their Digital Life Certificates (DLCs) on time, many family pensioners are experiencing undue delays in pension restoration, prolonged gaps between DLC updation and payment resumption, and non-credit of arrears for the intervening period.
The Association has requested the CGCA to examine these issues urgently, issue uniform guidelines to all CCA offices across India, and streamline SAMPANN operations to ensure that family pensions are restored automatically and without hardship to the beneficiaries.

2025 - Largest-ever DLC Campaign covering 2000 Districts and Sub-Divisions
across the Country
The
Department of Pension & Pensioners’ Welfare (DoPPW) will be conducting the
4th Nation-wide Digital Life Certificate (DLC) Campaign from 1st to 30th
November, 2025, covering 2000 districts and sub-divisional headquarters across
India.
The
campaign will be organized in collaboration with 19 Pension Disbursing Banks,
India Post Payments Bank (IPPB), Pensioners’ Welfare Associations (PWAs), CGDA,
DoT, Railways, UIDAI and MeitY, with the aim of ensuring outreach to every
pensioner in the remotest corners of the country.
During
the DLC Campaign 3.0 (2024), a record 1.62 crore DLCs were generated, including
more than 50 lakh DLCs through Face Authentication Technology, across 1,900
camps held in 800+ districts and cities. These achievements were made possible
through the active participation of banks, IPPB, Central
Ministries/Departments, and PWAs.
The
DLC Campaign 4.0 is positioned as the largest-ever outreach initiative for
pensioners, targeting 2 crore DLCs, with a strong emphasis on Face Authentication
technology, ensuring universal coverage and ease of living for pensioners
across the country.

The Hon’ble Court also agreed to keep our matter at 2:30 PM on 19th ie immediately after lunch. I am of the view that the matter will be heard finally on the next date.Mr Ghose, Sr Counsel requested the Court to list the matter at 2:30 PM on our behalf and the Hon’ble Court was pleased to accept our request.
